seekonk water being sneaky did anyone get a super sized bill

Ok the wonderful seekonk water board sent out this wonderful letter stating they were puting meters in everyone's homes "free of charge" what they failed to mention is if you were not consistantly sending in your meter cards since 2009 when they apparently stopped reading the meters outside your home (which I personally did not know they stopped) then you are being back charged for the difference my bill was 515.00 and I know someone else whose was 900.00 if anyone else has been back charged please respond I want to fight this as it was not stated in the letter we would be back charged.
